Wrong keyboard layout on login screen &How to change?

Every time i enter my code at the login screen (a string of numbers),
I will (automatically) activate Shift-Lock and type the password.
This Always fails.
I am forced to use the shift key (and hold it) while typing my password.

Once i'm inside OS X it works normally.

Is there some setting where i need to change my keyboard layout specifically for the login screen?

I hope there's a solution.
